IE9 Won't Install - code 3715

IE9 won't install on a Windows 7 64-bit system:

-download the SYSTEM UPDATE READINESS TOOL here: 
http://www.microsoft.com/en-us/download/search.aspx?q=system+update+readiness+tool
-run the tool (as administrator)
-wait about 30 minutes.
-download the IE9 offline installer here:
http://windows.microsoft.com/en-us/internet-explorer/downloads/ie-9/worldwide-languages
-run the IE9 INSTALLER (as administrator).

That should do it.
